School Board discusses upcoming changes towards the Act One Index

LANSDALE- September’s finance and work session meetings were held at the North Penn School District Educational Services Center on Tuesday, September 12th. The finance committee meeting reviewed the unallocated funds from the school year and continued discussions regarding the raising of the Act One Index.

Mr. Stephen Skrocki, Chief financial officer, began the meeting by introducing two student representatives: returning sophomore Giuseppe Schiano Di Cola and new representative senior Abigail Lennon.

Skrocki led the discussion regarding the increase in the Act One Index for the following year. Although the release date was not met, the certified index is anticipated to be published within the next two weeks. The Act One Index is projected to be 5.2% or 5.3%. The board will follow up on the matter during the October action meeting.

Board members discussed using the Capital Reserve Fund to pay for expenditures and later reimbursing the expenditures with proceeds from the bonds the district has issued for the project. A change to the Capital Reserve Fund budget was suggested and will be revised for discussion at the September action meeting.

The North Penn Cheer Association requested the Small Games of Chance Resolution to be passed prior to their trivia night being hosted on October 14th. The Small Games of Chance Resolution states that for a booster club to be an eligible “civic and service association” that they must be recognized by a resolution adopted by the school board. 

Mr. Ronald Linke shared the monthly stimulus update where he discussed details of the general fund. The general fund federal funding provided to North Penn for the year was $19,092,188 but due to a change in the original budget, there is an unallocated amount of $1,225,292. Linke reviewed the anticipated use of the following year’s funding and answered outlying questions asked by the board.

At the October 10 action meeting both local legislators and state representatives will join the board members to discuss the difference in taxes and exposure at charter schools and online schools.
